For that I use the freehand selection tool (lasso icon) Selection Type > point to point, Feather > 0 Antialiasing checked. You can cut out sections of the background a bit at a time this way or just cut out the focal object, putting it on a separate layer and then put whatever you want behind it.
As for the "erasing" of the man I did it just how Steve showed, as I said, painting with the clone tool.
Nothing is a load of crap if you take the time to learn it and be a bit patient when people are trying to help you but that's just my opinion.

I'm glad to hear you decided it wasn't crap after all.
Simply copy and paste your cut out as a new layer on top of it. If the cut out is to big for the background you may need to use the resize tool first to make adjustments and then copy and paste it in as a new layer.

You want some type of framing around the pic as a whole? Please be more clear what you want to outline.
By the way you might want to be careful who you call ignorant when people are trying to help you. Being a little appreciative that someone is taking their time to post and help you out usually goes a lot further with people.
