Looking for a way to create this....

I am supposed to create something like this frame, which was made in Corel Painter. I downloaded the trial version of Painter, but do not have time to learn it. After a half hour, I gave up and am hoping to be able to create a tube for PSP instead. But, I can't figure out how to get a tube created that will do this.

Here is the final effect/frame the person wants:

Here is the neon "tube"-like brush that does it, but I don't know what all settings are required to get it to look like a spark like the above picture.
