Jeryst you cannot convert a jpg to a vector emf using a file converter. You will get an emf that contains the same bitmap as the jpg. The most accurate way to get a vector from a bitmap (jpg, gif, tiff, png, bmp) is to use a vector graphics program to draw the image.
Some people have had some luck using bitmap tracers, but they usually require more effort to clean up than it would have taken to draw the image.
Xara3D only imports vector format .xar, .web, .wmf, and .emf. Both wmf and emf can be bitmap, vector, or a combination of both.
If you try converting a jpg to an emf you will get an error when trying to import the file into Xara3D.

You could try Inkscape,
Inkscape is a freeware Vector Graphics Editor. You can convert simple images into vector shapes using its inbuilt tracer or you can use it to create your own shapes. Once done, you can save the vector shape as an emf file. This file can be then imported into X3D.
