As far as scanning text as vectors, one brand of scanner used to do splendidly and HP discontinued supporting output to .wmf. However there are a number of scanners which are still available on Ebay which work with HP Precision Pro Scan software and can scan scaleable black and white. If you do a search for the models which use this software, you can then find a good scanner on Ebay.

I work for a commercial printer, and have books that we do that have busines card adds. It makes the text nearly look like typeset.

A second choice for best vectorization software you could try is CorelDRAW X3, also Vector Eye also Inkscape. If is such few words, you could just redraw the text.
