Not sure which version of photoshop:
Filter > Extract.
Draw marker line around car completely (fill the outline closed)
Fill the outline with the paintbucket (in the extract dialog)
click ok.
the car will be extracted fromthe BG.
create a new layer underneath car layer.
fill with black.
I would use the pen tool since it's well suited to extract the straight and curved outlines of any car.
I have CE2 i just want to make everything black besides the car
Extracting the car will enable you to do that, but a quick and dirty way is with an adjustment layer.
Add a Brightness & Contrast adjustment layer to the image and adjust it so the background is completely black, or as dark as is acceptable.
Next select the adjustment layers mask in the layers palette and paint on the car with black paint using a small soft brush around the outline of the car and a larger brush inside.
This will remove the effect of the B&C adjustment layer on the area you paint, leaving the background dark and the car as was.
