DRAW 7.0 is not one I have used. I would imagine you might be trying to do PowerClip which is a kind of a mask in DRAW which hides whatever you want to hide made from any shape. The trick is if this is what you are using is to have this shape on the top of the stacking order. Select your .jpeg and choose PowerClip and then click on the shape you want it clipped to. It is easiet if you make the shape you are using solid. If you want it to be transparent, eaier to do this after you make the clipview by left clicking the "X" in the color palette. I am assuming this is what you are doing.
If your .jpeg is only needing to be cropped to a rectangle, you can using the node select tool, select two nodes on a side and holding "Ctrl" as you go, resize the .jpeg. The switch to the opposite axis and choose another two nodes and resize those. In most versions of DRAW, you can then go "Bitmap"/"Crop Bitmap" from the menus. Or you can right click and edit the picture in PhotoPaint. Save and return to DRAW.
