Well, you can certainly just draw one. As to whether or not you can then add it to the arrow gallery, that is a good question and one I can't answer.

I can certainly draw one and then slap it on the end of the line, but I want it to be easily reusable (added to gallery if possible) and I also want it to be "point-able" with the shape editing tool handles so it "floats" with the line it is attached to, just as the arrowheads supplied with Xara do.

You could design your arrowhead and save it as a brush - or save several arrowheads as different brushes.
Then they would always be instantly available.
"Intbel" ... "Can't" is not an option.
Compliance is futile. Resistance is futile. Just do your own thing an' ignore 'em.
Don't think that solves the problem. Anybody can draw some arrows and save them as brushes, but the whole point of his question is the ability to draw two lines, however long and twisted, and both have the same arrow and/or tail as each other. You cannot do that with a brush where all the elements scale as one. I feel his pain and I share his frustration. Yet another thing for the Wish List.
