This may have been better over in the main XaraX forum, but how about this:
I made a pattern of three shades of flecks. Then grouped them. Create a bitmap copy, clone a second and rotate. Align them with space between and add a blend; you now have a strip. Duplicate the strip, flip and rotate etc.
And then place a shape of your main colour behind. Adjust the transparency of the flecks.
I'm sure someone will come up with something else but...

That works pretty darn well.
I might tackle this in the next Workbook, due out on Monday if all goes well.

You could try to paint a surface with this brush or this one and apply a clip view.

My workbook effect is interesting but I'm not sure it looks like candy apply flaked paint. Workbook 18 will be posted on Monday the 15th.

is posted in Workbook 18 in The Xara Xone. I don't think it looks much like metallic flakes, but it is an interesting effect and technique.

Here's one way I've discovered doing it, although not perfect. I've attached a Xara file for anyone wanting to see how I did it. Some transparency is needed to dim the area of the metal flake that isn't going to be highlighted. Also, depending on how large the area with metal flake is going to be in your drawing, that will determine how large the fill texture will be and how fine/small you make the bright color in relation to the darker color.
