browser.evolt.org have many old browsers available for download. offbyone.com is another interesting old-skool browser. Alternatively you could try the browser emulator at dejavu.org.
Testing pages without JavaScript is easier - just turn it off in the settings. As long as you write your pages to work fine as normal script-free HTML to start with and then add the script glitter on top, you generally won't have any problems.
That's 'browsers.evolt.org' with an S, of course.
A recent post reminded me that some time ago (years) I came across a browser emulator tool for web developers to use to test their sites (without the need for dozens of installed browsers). I just checked it out (that bookmarked 'favorite' finally came in useful) and see it is no longer being sold/supported but you can still download it. Find it here.
