PI differs from PS and PSP in its approach to "layers." When you make a layer in those programs, it is the same size as the original image and you only work on that layer. In PI, anything you add to a base image (the underlying canvas) is an object, or layer. You edit the object directly. It takes some getting used to.
Objects can be image, text or path objects.
