Right-click on the Guides Layer > Layer Properties > Guides > Colour of guide layer objects > Colour.
Ditto on the Ruler itself.
You can change colours across Pages.

All my Templates have Themes.
Create one and it should appear as an option.

Before that XaReg > Colors allows you to alter the default Local colour without Themes.

XaReg 2.5 does not work (for guidelines) with Pro+
And that worked well. I created a new named color: New Guideline Color, and now my entire Guides layer is gone. I closed and reopened and it's AWOL.

OK. I opened a backup and the Guides layer is still there.
Saved and copied and pasted my palette of named colors, and voila! Now all named colors in my palette are there.
