I must admit I certainly haven't encountered this before. If it had happened to me my only solution would be a repair install of Xtreme or possibly a system resore to a point before the problem occured.
Have you tried right clicking on them and altering their position in the properties box? This would at least tell you they can be moved albeit not dragged.
Certainly if they are visible and editable they should be dragable, not much help, sorry.

Check the Magnetic snap radii in Options.
Sometimes for no apparant reason they will become 0 rather than their default values. This causes the problem of not being able to move the guide lines.

That problem is fixed in Version 6.

Yep, but the OP is using version 2.
I missed that info at first glance, too.
With thanks to "Soquili" - I changed the Magnetic snap radii from 0 to 1 and this solved the problem. Many thanks for your help (and to the others who responded).

I just got an email saying that Xara is offering an upgrade path from v2 to v6 between now and January 20th. Now would be the time to move up.

Yes, it does. But the features and improvements you're getting for that money are worth way more than the tiny price. (I've been using Xara since CorelXara days, so I have a pretty good baseline for comparison. )
Another thing to consider is that the farther back you are in the version history, the less likely it is that we'll be able to help you. Other than this current offer, XX2 is not in the upgrade stream. If you decide to upgrade later, you'll have to pay full price.
