If you're thinking of turning the contents of that image into a wireframe (like in 3D), sorry. That's not what a program like Photoshop is either for, or capable of. I know of a plugin though that will produce a "sort-of" wireframe effect. It's called "Lattice Composer" - by Redfield; http://redfield.webzone.ru/
An experienced user MIGHT come up with a rough method, or effect along this line, but nothing to the degree of which i'm sure you're thinking of.
Illustrator or Xara - both Vector based apps - would stand a better chance of pulling off what you desire, but even then... to create the effect from an existing image/photo would be difficult, and take a good amount of time.

However...
You can create a nice effect too by just using stroked outlines of your subject. Below is an example is this.
Just create a selection around your subject(s), then on a new layer, stroke that selection 1 pixel and in the center.
Contract the selection by a few pixels (depending on how large your image is), and repeat the Stroking step.
Now repeat this whole proceudre until you can't contract the selection any further.
I know it's not a 3D wireframe effect... but it's a nice look anywho. [img]/infopop/emoticons/icon_wink.gif[/img]

If you do my tutorial on how to "turn a photo into a drawing" effect, you can lay that layer overtop of the previous stroked outline effect and produce more detail.

This is just one effect this plugin can do. It has a lot of settings and other types of effects too. It's great for creating interesting effects from basic photos/images.
