They have a PS and Illustrator forum here. I do not visit them myself very often so can not tell you much about them. If these 2 forums do not help, you could always check if adobe links to any sites...
From what I have heard, most sites are brag/brag cut down others works sites and very little if any help or assistance.
But I have been known to be wrong in the past...

You could try Mark(the Keeper)'s PhotshopGuru. He also moderates the Photoshop forum here at TG. Then there's CGTalk. There's a pretty active Photoshop section there.
