First of all the fonts must be online, most probably as a zip. Then you have to install the fonts on your comp, be it a mac or a PC, and then you can use the font in Photoshop with the text tool.

If you are running on Windows, the Fonts folder is in C:/Windows/Fonts.
To install, unzip the font, and just copy it (usually it has the extension of .ttf) or move it into the Fonts folder. No need to "install" it. Putting it in the Fonts folder installs it. Then the font will be available to Photoshop (and Word and many other apps that use fonts, such as Flash, Swish, Xara, etc.)

...click start/settings/control panel/fonts
Then goto file/install new font...
Indeed Gaussian.
Some more info:
Win 2K and XP are the only OS that can work with Open Type fonts without having to install ATM.
But beware: the "Open Type" fonts Microsof includes aren't real open types. They do can contain some 64.000 items, but they have TrueType outlines and the extension .ttf
Real OpenType have the extension .otf and they can be used on PC's and on macs. But they are very expensive and easy to protect against illegal use.

It should also be noted here too that Photoshop must not be running when you put the new fonts into your fonts folder.
If PS is open and running, close it and restart it so that it will be able to index the newly added fonts.
