anchors in a layer

How do you handle anchors if your text is in layer. I'm using a layer with a clipped area and when I try to use an anchor it sends the whole browser scrolling down to where the text in the layer would be instead of bringing the text in the layer up. I don't know how to explain this clearly but here's a link to explain it:

All the links [Fanzines] [Labels] etc... are supposed to be anchored to their corresponding paragraph. Instead the whole page moves instead of just the text in that layer?

Can anyone see what's going wrong?
