I want to configure Xara for download image and other resource from Xara Ltd, but I can't locate the "proxy server settings" to input my proxy information.

AFAIK modern versions of xara use 'system wide' proxy settings, ie those set in windows internet options
[the program options internet tab refers]

A view of my Xara Options > Internet:
AcornProxy Server Settings
Xara Designer Pro+ uses the system wide proxy server settings.
Currently you have no proxy server set up or the system is set to auto-detect proxy servers.
To change your proxy server settings, use the Internet Options in the Control Panel.
