Default Ive totally bungled a nav bar set up

I'm afraid I need some help with this one. I've dragged 3 buttons, 3 times to produce a nav bar. I'm unable to drag any of these sets to the MouseOff layer. I'm rather stumped. In photo1 I've got 3 sets of buttons in the MouseOver, and in photo2 Ive got 3 sets in the layer background - can't move those either.

I went with sets of buttons basically because I had trouble with the total width of the navbar. I'm thinking I should just start again. Any help appreciated, although I'm not sure if this is fixable.

I started again. I think the error of my ways was selecting the "buttons all the same size" in the dialogue box. Unchecked the nav bar fits on the top. Yikes
