wally in UK english would sort of translate into US english as dork, although as Brits have a habit of being 'insulting as a compliment' to friends it's never quite that simple
'you're a right wally' is usually meant in a friendly way, and so fitted the character well here
when it migrated over the pond they chose a US style name... without the implied [UK] humour [but some of it's own I understand...]
