Background settings???????

I need some help with background settings.
When I try and move images around on the background, they don't move, the background moves.
How do I stop the background from moving?

is the background an object - if so lock it in the page and layer gallery

thinking about it you may have assigned the push tool to your left[right] mouse button in options...
