Adobe Illustrator can do it, the free design module in the Libre suite can do it.
Why not Xara?

there are some common contructs within serious/hi-end graphics programs - for example the ability to nest layers; yet this is one constuct xara does not have

that is one reason why you cannot import a PSD file into xara and preserve the clipping, as a clipping layer is a nested one [adobe construct]

I would be interested to see the CDR file you have that opens in illustrator and libre.... and not in xara

Xara cannot open a CDR file but I think there is a CRX or some kind of intermediary file format.
