There is nothing native to Xara that does this gracefully.

Here is a JavaScript approach: JS - Shrinking NavBar Logo.xar

The logo has a Name of 'tg-logo'.
The JS code and the CSS use this value.
Rename the log, change the code.

The maths is set for when the page scrolls to the bottom the logo is shrunk to 30%.
You need to adjust this calculation if you want it to be fully shrunk by a specified height reached.
