It depends on what your can do at your server.

It describes the things you need to address.
It depends on your service provider's access to a folder's .htaccess file.
You would need to create and distribute the password(s) securely.
A password management system is a completely different beast.
Xara applications don't know anything about password management.
If it is a one-pager, why not provide a link to a PDF export to that has a password as adding such to a PDF is simple.
Failing that Google Forms.
