If Designer Pro --> File > New > Photo, add image, then File > Export PDF.

Select your design; right-click and chose 'Create Bitmap Copy...'; with the bitmap selected and positioned on the page, go to File/Expert PDF (make sure you tick 'Selected objects' in the advanced PDF Export Options dialog).

I must ask then, why convert the file to a bitmap? This misses the whole point of saving a file as PDF.

One of the reasons some designers do this is because of all the PDF editors out on the market. This lets the designeran have a file format that is widely readable by many people but still keep the file from being taken apart and modified easily. A lot of game books and manuals that are PDF are saved as bitmap in a PDF form because of this.
I get brochures from manufacture where this is been done also. The reason is they want to make sure their specification listed is not easily changed with a PDF editor.

Ray - This might depend on how the PDF file is being used.
I use Acrobat which allows me to password protect a file from being copied or edited, but permits the file (book for publication in my case) from being modified without a password. But the quality of the text is better with the font embedded than if it were a bitmap.
