Anyone else having problems creating mobile variants in XDP18?

I just updated to Version 18. I'm unable to create a mobile variant. Under Utilities / Mobile Variants, it's greyed out. Right clicking on the work area shows no menu choice to create a mobile variant.
Anyone else experiencing this?

Following up, in order to create mobile variants, I had to first create a blank page, then create variants. I don't recall having to do that with older versions. Might be wrong...

When you go File/New/Web Page 960px/
Xara opens with a blank page. Isn't your doing this?

You only get access to a Variant menu when you have Web / Web (Presentation) set as the document type.
