The popup menus are a built-in menu widget in Web Builder.

Assuming this is still connected to 4k and crisp rendering., the pop-up sub-menus would be created natively in your XDA with a pop-up layer for each sub-menu and a Web Animation for its calling menu entry as Mouse-over > Show pop-up layer. You would add the sub-menu entries in any style you choose and add the ongoing links.

No widgets are available for this construction.
It is a very simple and easy approach that can be greatly embellished.
