    Season's Greetings.

    Is it possible to get this effect in Web Designer Premium? Cut out text from a shape?

    You bet. In this case, place the text over the rectangle, select both the text and the rectangle, and from the Arrange menu, select Combine Shapes > Subtract Shapes (or press Ctrl + 2)

    For an added effect you can add some transparency to the shape, or a drop shadow.
