I don't use commercial printing so I can't be of much help. I don't get the red/white bar on the left.
However I notice that the crop marks are cutting your rectangles, which sounds odd to me. Import your pdf back into Xara and note that the rectangles are cut up into either rectangles or bitmaps at the crop mark level. ???

OK I see it now. But I was not able to reproduce it from your original file.
In wireframe view I can see four very low rez bitmaps, one on each side.
Here's what I think you have done. There is a new feature added in 17 that extends an image into the bleed area by creating a bitmap and this has created the four bitmaps. I'm not even sure what you do to make this happen. The strange area on the left side with the red stripes and on the right with the black rectangle are bitmaps created to extend the printed area into the bleed area.
What you need to do is extend the red and black rectangles into the bleed area. This will be cropped off when the card is cut from the stock.
I think the feature I am mentioning is in Autofit to Page (see attachment)

Ok gang. I am going to leave as is, this and many other enounces that I have experienced.
Do You mean the red lines in the bleed section?
This is not a bug its a feauter since we have XDP 17. In v17, Xara means to think for you and adds automatically bleed to your document where no content goes over the bleed.
And know it's a bug!!!
To get rid of this, simply make a rectangel over the hole document incl. the bleed area and give it the color white and set it in the background.
Lock it in the layer palette for easier work on the content.
Or delete this squares in Acrobat.
I have Pro v17 - opened your XAR doc - Auto-fit-to-Page was not set, but you had 5 layers with your content on just one of them (graphic transparent) - not relevant necessarily, but I removed the redundant layers . Again not necessarily relevant, but your guidelines had a -'ve start point (which I reset to x=0, y=0).
Thereafter, the commercial PDF output was correct, printed as expected and within the crop guidelines. BTW: your image does not overlap the crop guides (image below)
XAR doc attached which should work with your v17 too.
I have not tried setting Autofit to see what happens because it wasn't necessary for your job.
Hopefully, peace of mind will return and confirm you have a working v17!

You can change the registry-key
HKEY_CURRENT_USER\SOFTWARE\Xara\XtremePro x64\17\Options\Filters\PDFXAutoBleed from 1 to 0
to deactivate the PDF-AutoBleed-Function.
