Hard drive or CPU

When I output to the web, a large site takes a long time to process. Is this processing CPU based or Hard drive

Yes I know I have an old computer but surely it is not CPU because when viewing my cpu and memory this is what is says (see below)

My system Memory is 8G, As you can see in the chart it is only utilizing under 50% of processing speed.

btw the info below is when it is processing output for the web.
