An image that is not a rectangle and has not transparent parts can be rendered as a JPEG.
The Xara Desktop application (XPD) approach for an odd-shaped images is to copy over the background detail within a bounding rectangle and export still as a JPEG.
This works for most things except animation effects where any change to the shape causes the background to morph.
You therefore need to Set Web Properties > Image > Web image type to PNG explicitly to turn the non-image parts transparent.
