I figured it out, under the website tab in the web properties dialog box I had to click on the web export options button and change it from a supersite (which I believe it defaulted to when i created the site) to a conventional website. And that resized everthing to it's actual size.

Ah yes, that would explain it. But only I think if you have scale to fit checked. The longer the page the narrower it gets with this option.
