its possible the glitch is between inkscape and the regional settings of your computers...

only other thing I can think of is the package - I used the .EXE windows 64bit from here: https://inkscape.org/release/1.0/platforms/

so... we in the uk that do not use US letter [much if at all] are ok... and you have an issue....I think it is a regional settings thing...

I'm in the US and the letter-size works properly. By default the default.svg document in the Template folder is an A4 document. I don't believe Inkscape is region-aware.

Subsequently, I did alter the original default.svg document so Inkscape always starts with a letter-size document set to inches.
