No, but the existing ones can be re-purposed in a limited sense.
Smart Shapes in Xara are hard coded into the application., well they are JS scripts with application hooks.
Can you provide a couple of examples of what you have made?

What about Groups with LiveCopy? Sorry, not familiar with the other products you mention. Live copies can be resized, rescaled, have transparency added...
