Glass type finish to bottom of website/solid colour

Hi All

Can anyone please advise how I make a solid colour on the bottom of my web page look kinda shiny/glass finish.

I've seen a few sites like this style at the bottom & like the effect.

I don't wish to reflect anything just a glossy look to the solid blue colour at the bottom of the site.
