If you add a color to the page, and export all objects on different layers, then the colored page exports as well but on a layer that can be deleted or made invisible.
just for clarity - if the xara page background is the default white then the xara export will have no background, because xara is a vector object editor and the default white page is not actually there in the file, it is just there to differentiate visually from the pasteboard and to deliniate the area that prints - add colour to the page, you add a background object and that exports
in photoshop if you open a flattened image file, say a PNG, with no transparency, it will become a default background layer and you will not be able to add transparency without converting to a normal layer , but if you open a PNG with transparency it will open as a normal layer and transparency will be preserved
opening PSD file, even if you open a one layer PSD it should still open as a normal layer
