More correctly it is a XaraTemplates WD template for sale.
The counter effect is a small JavaScript function that is being applied to any Class with classname of count.
As it is for purchase and appears to be proprietary, it is not for me to describe it further. Michal Jarmoluk spends a lot of effort getting his templates just right.
