Picture and Layer moving together?

Hello, is it possible that, when I move a picture on a page, the layer follows it?
It's a problem that I'm having at the moment. Everytime that I move a picture I have to go to layers and put it beside the picture. It's time consuming and frustrating, as I have to do it several times a day...
As an example, I have 10 rows of 3 pictures. When I delete the first one I have to move all the others 29 pictures up, one by one. Then I have to move the layers, one by one. I'm fine in moving the pictures but there must have a way that the layers follows it.
It' s good for meditation, but not very practical...

You can Soft Group items on several layers. That should do the trick.

I'm sure someone more qualified can elaborate better on this though.
