I think you can right click on a XAR file and use Open this file with... and click Always open with (until you want to change this)

there are registry keys in
….options\CheckAssociations
which turn on and off the check, for each version
Xara [the company that knows best] tends to call its .EXE files the same for each version and this seems to mean windows only sees one instance of it, which is why you cannot change it through windows
you will have to juggle the registry keys to get it to check for the other version so it will switch
[unless you really want to hack the registry which might have other implications]

A point of note.
Changing the setting/value in regedit only stops the programme from checking if the programme is associated with .xar file.
It doesn't associate the programme.
But, the setting in regedit does what I want to achieve. In that I can always reset it, and then the programme will ask me again if I want to associate.

My understanding of this warning is that you may have more than one Xara version installed, so Windows needs to know which Xara.exe file should open the file i.e. Xara Designer Pro X 9, 10 , 11 etc.
So if you're using the latest version you have on your machine you should register it for both .web and .xar files. Uncheck the "Always perform ... " option and Save. After this opening a .web or .xar file always opens it in the latest version of Xara on your machine. If you leave the option unticked then the pop-up will show each time you open Xara. It also pops-up if you open an earlier version of Xara, so just click 'No'.

one way issues can begin is if you install an earlier version after a later one...
it's not really a warning, just a request - do you want to do this, for this version [and therefore change the default]
because you cannot [easily] change the default version for opening WEB/XAR files using windows, sometimes you need to edit the registry to make this request appear, so you can change the associations and therefore the version that opens them by default - for example, once you have said no to both and unticked the box that is the only way you can get the box to reappear for that version should you wish to change to yes
