Keep nav menu in view as pages scroll up?

As the title says, how do I do that?

Right click on the Nav Bar and select Web Sticky Stretchy. Select Sticky (remains in same place) or Stick to Top (stops when it reaches the top of the screen).

The menu always needs to be in front Arrange > Bring to Front. I don't think you can mix and match with sticky. I think it has to be Sticky or Stick to Top.
