Can I upload Web Designer Premium to a hosting company of my choosing

Hello group. I am very new here and thinking about starting with XARA Web Designer Premium. I don't know nothing about the Web Designer Premium product from XARA. If I purchase the Web Designer Premium platform (https://www.magix.com/us/web/xara-web-designer/) and build a website on the platform can I then save it to my personal PCs hard drive and then uploaded to a hosting company of my choosing?

You certainly can. You can do as you say, export the site from Xara to your PC and then upload to your hosting. Or, Xara can upload directly to your hosting via FTP from within the program, both are easy to do.

Xara has a trial period which you can try out to get a feel for the software.
