hmm so this seems to require creating a bot from the microsoft framework, which when trying to do so it wants me to sign up and verify with a phone and card (it is free and although it won't charge, I guess for future if you want to upgrade) which I'm not comfortable doing. Skype has really changed since I last remember it...

I don't know how complicated it is creating a bot after creating an account / signing in, but after that instructions are fairly straightforward. Do you need to use skype? We could perhaps look at other communication options.
