Do I drag the xar file onto an existing web document?

Yes, just drag it from a file explorer to your document. Or save it to the desktop and drag it from there. Alternatively you can add the directory you saved the file to to your local design gallery.
If you did any of those already and it doesn't work then maybe it doesn't work in your version. I have only tested in V10, 12 and 15.
