Recommend a utility to do 'reverse image searchking' on your own hard disk?

Can any of you recommend a low cost utility to do "reverse image searching" on your own computer?

I am wanting to be use a thumbnail image to search my own computer for images that are visually similar to that thumbnail.
i.e. I want to be able to find different sizes of the same image.
I also want to be able to find versions of the same image but which have been cropped differently.

www.tineye.com does a good job online, as does images.google.com but I need it to search my own computer.

Any suggestions?

i don't know of one that will start with a thumb and find similar one but this http://www.mindgems.com/products/VS-...SDIF-About.htm meets most of your needs.
VSDIF Pro is not free.
