Repel Text Under not saving :-(

I know the procedure and it isnt saving. It saves on one page but not the other. I re-do the pages and it repels... I save, close and re-open and the repel text is gone.
What am I doing wrong?

Please ensure the image is above the text that it's supposed to repel. To bring the image to the top of the stack, select it & then hit Ctrl + F.

Well when I downloaded the file I got a Presentation file...not a Website file. There was no MouseOff or Mouse Over Layers. and the display was a Double sprread layout..

Sorry for not saying the intent of the layout. This the layout for a book. What I am trying to figure out is that one page saves the attributes, but the other pages dont.

Sometimes a page gets corrupted. If the other pages are working fine and one is not then create a new page, copy and paste the contents from the problem page to the new page. If everything is OK on the new page then delete the problem page and rename and reorder the new page (if necessary)
