Yes, I would have thought it should work, as it seems straightforward enough.
I wonder if it is because by heading is within a Group and maybe cannot be reached directly? I will have to try to put a heading outside a Group and see if it works...

Try an anchor. Name a group (the yellow name tag icon on the Infobar), and then use the Link to Anchor feature.

If you group any text in Xara it's exported as an image, not as text. If you really need to group it try a soft-group, the text remains as text so any heading text can be linked.
