I see that this is an NGO so they may not have a budget to pay a developer, they're asking for a volunteer.

Even non-profits can have a budget for things they need. They often hire fundraising help.
Espically if they are looking for volunteer web development, I'm hoping they can be a bit more descriptive -- where they are located, what their active projects are and if they are an IRS 501c3 organization. A quick look around the intertubs didn't yield any of this information.
