Hover does not change button colour

I built a new navbar, then repeated it on all pages. When published, the MouseOver colour does not show on the index page, but works properly on all other pages. Looking at the structure shows why: MouseOff is first layer on index, but MouseOver is first on all other pages and is invisible. Can I switch layer positions? (In other layered software one just drags them, but it doesn't work here.)

I wouldn't know how the layers have switched but they can be re-arranged, even when hidden.

In the Page and Layer gallery, and in Layer view, click and drag a layer to a new position and release.
You should have:

• MouseOver
• MouseOff
• Page background
• Pasteboard background

in that order.

Thanks, Acorn, that fixed it. I guess I wasn't giving it enough time when I was clicking and dragging
