Looking for freelance template web designer

I just started using the most recent version of Xara Web Designer Premium. I am looking for someone who can use this program to create custom templates that I can work with. The templates must work for both regular display and be Mobile friendly. Does anyone have any recommendations of talented/creative freelancers who can do this?

I would like someone to take this site http://www.generationsremembered.com, and convert it to Xara Web Designer Premium with a custom template. Would like a similar look. Then I would like to be able to update it myself via Xara software. I used outdated MS FrontPage for years but really need to have sites that work well on the web/tablets/cell phones. If this works out well I have a few more sites that need to be converted. Please let me know if you need addition; information.
