On Line Catalog

Okay now at the risk of sounding stupid, the program has been working great all along.
Now when I try and import something from the on line content catalog I get a pop error telling me that designs gallery must be enabled. When I go to Utilities, Gallery, it is checked (enabled).
How do I use the catalog?
