Can't figure out how to make this banner pixel perfect, stays blurry even on mobile

The banner can be seen live here in the sidebar. It's a .png saved on 100% so should be perfectly sharp I guess? What am I possibly doing wrong?

Ofcourse I can save on 150 or 200% but that's not a good solution for speed optimizing reasons.

Any tips on what I should try will be much appreciated.

It's a bright blue/white banner for a webhost..There is only one banner and I don't use third party ad scripts so it can't be blocked.
